Before attributing this example to the idiosyncrasies of one owner, his are atypical only in their extreme. Superstition has long been a part of gambling - from both sides of the table. Superstitions can lead to irrational decisions that may hurt casino profits. For example, believing that a particular dealer is unlucky against a particular winning player may lead to a decision to change dealers.

As many, if not most, players are superstitious. At best, he may resent that the casino is trying to change his luck. At worst, the player may feel the new dealer is skilled in methods to "cool" the game. Perhaps he is even familiar with stories of old where casinos employed dealers to cheat "lucky" players. Understanding the mathematics of a game also is important for the casino operator to ensure that the reasonable expectations of the players are met. For most persons, gambling is entertainment.

It provides an outlet for adult play. As such, persons have the opportunity for a pleasant diversion from ordinary life and from societal and personal pressures.

As an entertainment alternative, however, players may consider the value of the gambling experience. For example, some people may have the option of either spending a hundred dollars during an evening by going to a professional basketball game or at a licensed casino.

If the house advantage is too strong and the person loses his money too quickly, he may not value that casino entertainment experience. On the other hand, if a casino can entertain him for an evening, and he enjoys a "complimentary" Pokies Meaning Management Measurement or drinks, he may want to repeat the experience, even over a professional basketball Pokies 2018 Graduation Date. Likewise, new casino games themselves may succeed or fail based on player expectations.

In recent years, casinos have debuted a variety of new games that attempt to garner player interest and keep their attention. Regardless of whether a game is fun or interesting to play, most often a player will not want to play games where his money is lost too quickly or where he has a exceptionally remote chance of returning home with winnings. Mathematics also plays an important part in meeting players' expectations as to the possible consequences of his gambling activities.

If gambling involves rational decision-making, it would appear irrational to wager money where your opponent has a better chance of winning than you do. Adam Smith suggested that all gambling, where the operator has an advantage, is irrational. He wrote "There is not, however, a more certain proposition in mathematics than that the more tickets [in a lottery] you advertise upon, the more likely you are a loser. Adventure upon all the tickets in the lottery, and you lose for certain; and the greater the number of your tickets, the nearer you approach to this certainty.

Even where the house has an advantage, however, a gambler may be justified if the amount lost means little to him, but the potential gain would elevate him to a higher standing of living.

He could save or gamble this money. Even if he did this for years, the savings would not elevate his economic status to another level. While the odds of winning are remote, it may provide the only opportunity to move to a higher economic class. Since the casino industry is heavily regulated and some of the standards set forth by regulatory bodies involve mathematically related issues, casino managers also should understand the Pokies Meaning Management Measurement aspects relating to gaming regulation.

Gaming regulation is principally dedicated to assuring that the games offered in the casino are fair, honest, and that players get paid if they win. Fairness is often expressed in the regulations as either requiring a minimum payback to the player or, in more extreme cases, as dictating the actual rules of the games offered. Casino executives should understand the impact that rules changes have on the payback to players to assure they meet regulatory standards.

Equally important, casino executives should understand how government mandated rules would impact their gaming revenues. The player's chances of winning in Pokies Bonus Versus Stipend casino game and the rate at which he wins or loses money depends on the game, the rules in effect for that game, and for some games his level of skill.

The amount of money the player can expect to win or lose in the long run - if the bet is made over and over again - is called the player's wager expected value EVor expectation. When the player's wager expectation is negative, he will lose money in the long run. When the wager expectation is viewed from the casino's perspective i.

For the roulette example, the house advantage is 5. The formal calculation is as follows: When this EV calculation is performed for a 1-unit amount, the negative of the resulting value is the house edge.

Here are the calculations for bets on a single-number in double-zero and single-zero roulette. Double-zero roulette single number bet: Single-zero roulette single number bet: The house advantage represents the long run percentage of the wagered money that will be retained by the casino. It is also called the house edge, the "odds" i. Regardless of the method Pokies Winner Nissan Frontier to compute it, the house advantage represents the price to the player of playing the game.

Because this Pokies Meaning Management Measurement house edge exists for virtually all bets in a casino ignoring the poker room and sports book where a few professionals can make a livinggamblers are faced with an uphill and, in the long run, losing battle. There are some exceptions. Occasionally the casino will even offer a promotion that gives the astute player a positive expectation.

These promotions are usually mistakes - sometimes casinos don't check the math - and are terminated once the casino realizes the player has the edge. But by and large the player will lose money in the long run, and the house edge is a measure of how fast the money will be lost. The trick to intelligent casino gambling - at least from the mathematical expectation point of view - is to avoid the games and bets with the large house advantages.

Some casino games are pure chance - no amount of skill or strategy can alter the odds. These games include roulette, craps, baccarat, keno, the big-six wheel of fortune, and slot machines.

Of these, baccarat and craps offer the best odds, with house advantages of 1. Roulette and slots cost the player more - house advantages of 5. Games where an element of skill can affect the house advantage include blackjack, video poker, and the four popular poker-based table games: Blackjack, the most popular of all table games, offers the skilled player some of the best odds in the casino.

The house advantage varies slightly depending on the rules and number of decks, but a player using basic strategy faces little or no disadvantage in a single-deck game and only a 0. Complete basic strategy tables can be found in many books and many casino-hotel gift shops sell color-coded credit card size versions. Rule variations favorable to the player include fewer decks, dealer stands on soft seventeen worth 0. There are all kinds of percentages in the world of gaming. Win percentage, theoretical win percentage, hold percentage, and house advantage come to mind.

Sometimes casino bosses use these percentages interchangeably, as if they are just different names for Pokies Meaning Management Measurement same thing.

Admittedly, in some cases this is correct. House advantage is just another name for theoretical win percentage, and for slot machines, hold percentage is in principle equivalent to win percentage. But there are fundamental differences among these win rate measurements. The house advantage - the all-important percentage that explains how casinos make money - is also called the house edge, the theoretical win percentage, and expected win percentage. In double-zero roulette, this figure is 5.

In the long run the house will retain 5. In the short term, of course, the actual win percentage will differ from the theoretical win percentage the magnitude of this deviation can be predicted from statistical theory.

The actual win percentage is just the actual win divided by the handle. Because of the law of large numbers - or as some prefer to call it, the law of averages - as the number of trials gets larger, the actual win percentage should get closer to the theoretical win percentage. Because handle can be difficult to measure for table games, performance is often measured by hold percentage and sometimes erroneously called win percentage.

Hold percentage is equal to win divided by drop. The drop and hold percentage are affected by many factors; we won't delve into these nor the associated management issues. House advantage and theoretical win percentage are the same thing, hold percentage is win over drop, win percentage is win over handle, win percentage approaches the house advantage as the Pokies Aus Arrivals Miami of plays increases, and hold percentage is equivalent to win percentage for slots but not table games.

Furthermore, the house advantage is itself subject to varying interpretations. In Let It Ride, for example, the casino advantage is either 3. Those familiar with the game know that the player begins with three equal base bets, but may withdraw one or two of these initial units.

The final amount put at risk, then, can be one In the long run, the casino will win 3. So what's the house edge for Let It Ride? Some prefer to say 3. Either way, the bottom line is the same either way: The question of whether to use the base bet or average bet size also arises in Caribbean Stud Poker 5. For still other games, the house edge can be stated including or excluding ties.

The prime examples here are the player 1. Again, these are different views Pokies Big Red Sales Broken the casino edge, but the expected revenue will not change. That the house advantage can appear in different disguises might be unsettling. When properly computed and interpreted, however, regardless of which representation is chosen, the same truth read: Statistical theory can be used to predict the magnitude of the difference between the actual win percentage and the theoretical win percentage for a given number of wagers.

When observing the actual win percentage a player or casino may experience, how much variation from theoretical win can be expected? What is a normal fluctuation? The basis for the analysis of such volatility questions is a statistical measure called the standard deviation essentially the average deviation of all possible outcomes from the expected. Together with the central limit theorem a form of the law of large numbersthe standard deviation SD can be used to determine confidence limits with the following volatility guidelines: Obviously a key to using these guidelines is the value of Pokies Meaning Management Measurement SD.

Most species possess grinding, molar -like teeth.

The gilt-head bream is found in the Mediterranean Sea and the eastern coastal regions of the North Atlantic Ocean.

Found in seagrass beds and sandy bottoms as well as in the surf zone commonly to depths of about 30 m, but adults may occur to m depth. Pokies Man Card Reinstated sedentary fish, either solitary or in small aggregations.

In spring, they often occur in brackish water coastal lagoons and estuaries. Mainly carnivorousaccessorily herbivorous. Feed on shellfishincluding mussels and oysters. The gilt-head bream is generally considered the best-tasting of the breams and has given the whole family of Sparidae its name.

In Portugal the fish is referred Pokies Meaning Management Measurement as "Golden Bream," "Orata," or "Dourada," and is widely available as a fresh fish meal in local restaurants along the Algarve. It is called the "dorada" in neighboring Spain, where it is also highly prized. The same happens in Italywhere the fish is called "orata". In Malta it is called "awrata". It is omnivorous, but mainly feeds on smaller fish and benthic invertebrates.

It lives in sandy or stony deeps, to m, and is an active predator, feeding on other fish, mollusca and cephalopods. It is usually solitary, although younger dentex form schools and are less elusive. The black seabream live in northern Europe and in the Mediterraneanusually found on the inshore shelf at depths varying from 5 to m.

They are usually found in schools feeding on seaweeds and invertebrates. They are protogynous meaning females have the ability to change to males.

In the Middle Atlantic Bightscup spawn along the inner continental shelf. Their larvae end up in inshore waters, along the coast and in estuarine areas. At 2 to 3 years of age, they mature. Scup winter along the mid and outer continental shelf. When the temperature warms in the spring they migrate inshore. They are fished by recreational fishermen and are a fine eating fish.

The current IGFA all tackle record is 2. They have a very hard mouth with several rows of stubby teeth which help crush prey. Their range extends from Texas into the mid-Atlantic. During the winters, many anglers in south US states will head to the end of a pier Pokies 2018 Kia Sorento fish for sheepshead. Sheepshead have a knack for stealing bait, so a very small hook is necessary. Locating sheepshead in a boat is not very difficult: The southern black bream also known as the black bream, southern bream and blue-nosed bream is a species of marine and freshwater fish of the porgy family, Sparidae.

It is a deep-bodied fish, occasionally confused with other similar species that occur within its range, but is generally distinguished from these species by a lack of yellow ventral and anal fins.

Southern black bream are endemic to Australiainhabiting the southern coast from Shark Bay in Western Australia to Mallacoota, Victoriaas well as Tasmania. The species is primarily an inhabitant of estuaries and coastal lakesrarely entering the oceanas it cannot complete its life cycle in a fully marine environment.

During the breeding season, the species is known to penetrate into the upper reaches of rivers to spawncausing an influx of juveniles in the estuaries a few months later. Southern black bream are opportunistic predatorsconsuming a wide range of crustaceansmolluscspolychaetes and fish. The southern black Pokies Meaning Management Measurement is a major target for recreational fishermen due to its high quality flesh and its sporting qualities.

The development of lure fishing for bream has adding to its attraction. Southern black bream have long been a favourite target for anglers who seek out the species for both its fighting qualities and high quality flesh. Bream are also popular due to their accessibility, with fish commonly caught from harbour and estuary banks, piers and rock walls, therefore eliminating the need for a boat in most regions.

Research in Western Australia has shown that anglers take more bream than commercial fishermen, with a study indicating that at least tonnes were taken, [8] more than double that of the commercial harvest at its peak, although with the advent of catch and release fishing this figure has dropped. Bream are commonly caught around Pokies Meaning Management Measurement within an estuary, including fallen branches, piers, rock walls, bridge abutments and other man made structures as well as on mud and sand banks where shellfish and crustaceans dwell.

Light fishing lines and sinkers are used to avoid spooking the fish and, as with all fishing, live bait produces the best results. Various crustaceans such as nippers, prawns and crabs are commonly used alongside various species of beach and tube worm. Frozen and cut bait such as prawns, mussels, cockles and fish pieces are also effective.

Wild Symbol Wild symbols act like joker cards in a slot game. Basically, they substitute for all other symbols in the game, usually except for other special symbols, such as scatter and jackpot.

They can appear on any of the reels. However, this is not mandatory and can be changed from game to game. In some games, wild symbols can appear only on certain reels. Or, they can appear only during the bonus rounds. The player must refer to the rules and paytable of the game to learn about the landing rules. Mobile is when the slot machine is hosted for online gambling and it is usually available for use on a phone, tablet, or other portable device.

These are often standalone mobile casino applications but are also found as part of the online casino site. Each machine has a table that lists the number of credits the player will receive if the symbols listed on the pay table line up on the pay line of the machine. Some symbols are wild and can represent many, or all, of the other symbols to complete a winning line. Especially on older machines, the pay table is listed on the face of the machine, usually above and below the area containing the wheels.

Most video machines display the pay table when the player presses a "pay table" button or touches "pay table" on the screen; some have the pay table listed on the cabinet as well. Historically, all slot machines used revolving mechanical reels to display and determine results. Although the original slot machine used five reels, simpler, and therefore more reliable, three reel machines quickly became the standard.

This limited the manufacturer's ability to offer large jackpots since even the rarest event had a likelihood of 0. Although the number of symbols eventually increased to about 22, allowing 10, combinations, [20] this still limited jackpot sizes as well as the number of possible outcomes.

In the s, however, slot machine manufacturers incorporated electronics into their products and programmed them to weight particular symbols. Thus the odds of losing symbols appearing on the payline became disproportionate to their actual frequency on the physical reel. A symbol would only appear once on the reel displayed to the player, but could, in fact, occupy several stops on the multiple reel.

With microprocessors now ubiquitous, the computers inside modern slot machines allow manufacturers to assign a different probability to every symbol on every reel. To the player it might appear that a winning symbol was 'so close', whereas in fact the probability is much lower.

In the s in the UK machines embodying microprocessors became common. These used a number of features to ensure the payout was controlled within the limits of the gambling legislation. As the coin was inserted into the machine it could go one of two routes, either direct into the cashbox for the benefit of the owner, or alternatively it would go into a channel that formed the payout reservoir, the microprocessor monitoring the number of coins in this channel.

The drums themselves were driven by stepper motors, controlled by the processor and with proximity sensors monitoring the position of the drums. A "look up table" within the software allows the processor to know what symbols were being displayed on the drums to the gambler.

This allowed the system to control the level of payout by stopping the drums at positions it had determined. If the payout channel had filled up, the payout became more generous, if nearly empty, less so thus giving good control of the odds. The video slot machine is a more recent innovation, with no moving parts at all — instead a graphical representation of one appears on screen. In addition, because there are no mechanical constraints on the design of video slot machines, most display five reels rather than three.

This greatly expands the number of possibilities: As there are so many combinations given by five reels, the manufacturers do not need to weight the payout symbols although some may still do so.

Instead, higher paying symbols will typically appear only once or twice on each reel, while more common symbols, earning a more frequent payout, will appear many times. Video slot machines typically encourage the player to play multiple "lines", so rather than simply taking the middle of the three symbols displayed on each reel, a line could go from top left to bottom right, or any of the other patterns specified by the manufacturer.

As each symbol is equally likely, there is no difficulty for the manufacturer in allowing the player to take any or all of the possible lines on offer — the long-term return to player will be the same. The difference for the player is that the more lines he plays the more likely he is to get paid on a given spin — though of course he is betting more in the first place. To avoid the feeling that the player's money is simply ebbing away whereas a payout of credits on a single line machine would be bets, and the player would feel they had made a substantial win, on a 20 line machine, it would only be 5 bets and would not seem significant , manufacturers commonly offer bonus games, which can return many times their bet.

The player is encouraged to keep playing to reach the bonus: All modern machines are designed using pseudo random number generators "PRNGs" , which are constantly generating a sequence of simulated random numbers, at a rate of hundreds or perhaps thousands per second.

As soon as the "Play" button is pressed, the most recent random number is used to determine the result. This means that the result varies depending on exactly when the game is played. A fraction of a second earlier or later, and the result would be different.

It is important that the machine contains a high-quality RNG implementation, because all PRNGs must eventually repeat their number sequence, [23] and if the period is short, or the PRNG is otherwise flawed, an advanced player may be able to 'predict' the next result. Having access to the PRNG code and seed values, Ronald Dale Harris , a former slot machine programmer, discovered equations for specific gambling games like Keno that allowed him to predict what the next set of selected numbers would be based on the previous games played.

Most machines are designed to defeat this by generating numbers even when the machine is not being played, so the player cannot tell where in the sequence they are, even if he knows how the machine was programmed. This is known as the "theoretical payout percentage" or RTP, "return to player". The minimum theoretical payout percentage varies among jurisdictions and is typically established by law or regulation.

The winning patterns on slot machines — the amounts they pay and the frequencies of those payouts — are carefully selected to yield a certain fraction of the money played to the "house" the operator of the slot machine , while returning the rest to the players during play.

Within some EGM development organizations this concept is referred to simply as "par. A slot machine's theoretical payout percentage is set at the factory when the software is written. Changing the payout percentage after a slot machine has been placed on the gaming floor requires a physical swap of the software or firmware , which is usually stored on an EPROM but may be loaded onto non-volatile random access memory NVRAM or even stored on CD-ROM or DVD , depending on the capabilities of the machine and the applicable regulations.

Based on current technology, this is a time-consuming process and as such is done infrequently. Other jurisdictions, including Nevada, randomly audit slot machines to ensure that they contain only approved software.

Historically, many casinos, both online and offline, have been unwilling to publish individual game RTP figures, making it impossible for the player to know whether they are playing a "loose" or a "tight" game. Since the turn of the century some information regarding these figures has started to come into the public domain either through various casinos releasing them - primarily this applies to online casino - or through studies by independent gambling authorities.

The return to player is not the only statistic that is of interest. The probabilities of every payout on the pay table is also critical. For example, consider a hypothetical slot machine with a dozen different values on the pay table.

However, the probabilities of getting all the payouts are zero except the largest one. Also, most people would not win anything, and having entries on the paytable that have a return of zero would be deceptive. As these individual probabilities are closely guarded secrets, it is possible that the advertised machines with high return to player simply increase the probabilities of these jackpots.

The added advantage is that these large jackpots increase the excitement of the other players. This game, in its original form, is obsolete, so these specific probabilities do not apply. He only published the odds after a fan of his sent him some information provided on a slot machine that was posted on a machine in the Netherlands. The psychology of the machine design is quickly revealed. There are 13 possible payouts ranging from 1: Most players assume the likelihood increases proportionate to the payout.

The one midsize payout that is designed to give the player a thrill is the It is programmed to occur an average of once every plays. In contrast the The highest payout of 2, The player who continues to feed the machine is likely to have several midsize payouts, but unlikely to have a large payout.

He quits after he is bored or has exhausted his bankroll. Despite the fact that they are confidential, occasionally a PAR sheet is posted on a website. They have limited value to the player, because usually a machine will have 8 to 12 different possible programs with varying payouts. In addition, slight variations of each machine e. The casino operator can choose which EPROM chip to install in any particular machine to select the payout desired.

The result is that there is not really such a thing as a high payback type of machine, since every machine potentially has multiple settings. Without revealing the proprietary information, he developed a program that would allow him to determine with usually less than a dozen plays on each machine which EPROM chip was installed. Then he did a survey of over machines in 70 different casinos in Las Vegas. He averaged the data, and assigned an average payback percentage to the machines in each casino.

The resultant list was widely publicized for marketing purposes especially by the Palms casino which had the top ranking. One reason that the slot machine is so profitable to a casino is that the player must play the high house edge and high payout wagers along with the low house edge and low payout wagers. Other bets have a higher house edge, but the player is rewarded with a bigger win up to thirty times in craps.

The player can choose what kind of wager he wants to make. A slot machine does not afford such an opportunity.

Theoretically, the operator could make these probabilities available, or allow the player to choose which one so that the player is free to make a choice. However, no operator has ever enacted this strategy. Different machines have different maximum payouts, but without knowing the odds of getting the jackpot, there is no rational way to differentiate. In many markets where central monitoring and control systems are used to link machines for auditing and security purposes, usually in wide area networks of multiple venues and thousands of machines, player return must usually be changed from a central computer rather than at each machine.

A range of percentages is set in the game software and selected remotely. In , the Nevada Gaming Commission began working with Las Vegas casinos on technology that would allow the casino's management to change the game, the odds, and the payouts remotely.

The change cannot be done instantaneously, but only after the selected machine has been idle for at least four minutes. After the change is made, the machine must be locked to new players for four minutes and display an on-screen message informing potential players that a change is being made. Often machines are linked together in a way that allows a group of machines to offer a particularly large prize, or "jackpot".

Each slot machine in the group contributes a small amount to this progressive jackpot , awarded to a player who gets, for example, a royal flush on a video poker machine or a specific combination of symbols on a regular or nine-line slot machine. The amount paid for the progressive jackpot is usually far higher than any single slot machine could pay on its own. In some cases multiple machines are linked across multiple casinos.

In these cases, the machines may be owned by the manufacturer, who is responsible for paying the jackpot. The casinos lease the machines rather than owning them outright. Casinos in New Jersey, Nevada, and South Dakota now offer multi-state progressive jackpots, which now offer bigger jackpot pools.

Mechanical slot machines and their coin acceptors were sometimes susceptible to cheating devices and other scams. One historical example involved spinning a coin with a short length of plastic wire. The weight and size of the coin would be accepted by the machine and credits would be granted.

However, the spin created by the plastic wire would cause the coin to exit through the reject chute into the payout tray. This particular scam has become obsolete due to improvements in newer slot machines. Another obsolete method of defeating slot machines was to use a light source to confuse the optical sensor used to count coins during payout. Modern slot machines are controlled by EPROM computer chips and, in large casinos, coin acceptors have become obsolete in favor of bill acceptors.

These machines and their bill acceptors are designed with advanced anti-cheating and anti-counterfeiting measures and are difficult to defraud. Early computerized slot machines were sometimes defrauded through the use of cheating devices, such as the "slider" or "monkey paw". Computerized slot machines are fully deterministic and thus outcomes can be sometimes successfully predicted. Malfunctioning electronic slot machines are capable of indicating jackpot winnings far in excess of those advertised.

In the United States, the public and private availability of slot machines is highly regulated by state governments. Many states have established gaming control boards to regulate the possession and use of slot machines. Nevada is the only state that has no significant restrictions against slot machines both for public and private use. In New Jersey , slot machines are only allowed in hotel casinos operated in Atlantic City. Several states Illinois , Indiana , Louisiana and Missouri allow slot machines as well as any casino-style gambling only on licensed riverboats or permanently anchored barges.

Since Hurricane Katrina , Mississippi has removed the requirement that casinos on the Gulf Coast operate on barges and now allows them on land along the shoreline. Delaware allows slot machines at three horse tracks; they are regulated by the state lottery commission.

In Wisconsin, bars and taverns are allowed to have up to five machines. These machines usually allow a player to either take a payout, or gamble it on a double-or-nothing "side game". A player redeems his winnings by pressing a button to print a ticket, which the bartender redeems for cash. The territory of Puerto Rico places significant restrictions on slot machine ownership, but the law is widely flouted and slot machines are common in bars and coffeeshops.

Conversely, in Connecticut , Hawaii , Nebraska , South Carolina , and Tennessee , private ownership of any slot machine is completely prohibited. The remaining states allow slot machines of a certain age typically 25—30 years or slot machines manufactured before a specific date.

For a detailed list of state-by-state regulations on private slot machine ownership, see U. Native American casinos located in reservations are not permitted to have slot machines unless the tribe first reaches a pact with the state in which it is located per Indian Gaming Regulatory Act. Typically, a pact entitles the state to receive a fraction of the gross revenue from slot machines. Some states have restrictions on the type called "class" of slot machines that can be used in a casino or other gaming area.

The Indian Gaming Regulatory Act establishes three classes of games with a different regulatory scheme for each: Class I gaming is defined as 1 traditional Indian gaming, which may be part of tribal ceremonies and celebrations, and 2 social gaming for minimal prizes.

Regulatory authority over class I gaming is vested exclusively in tribal governments and is not subject to IGRA's requirements. Class II gaming is defined as the game of chance commonly known as bingo whether or not electronic, computer, or other technological aids are used in connection therewith and, if played in the same location as the bingo , pull tabs, punch board, tip jars, instant bingo, and other games similar to bingo.

Class II gaming also includes non-banked card games , that is, games that are played exclusively against other players rather than against the house or a player acting as a bank.

Fox News reported that on Tuesday, Rep. He dressed and then, as usual, stopped at the gym as the first order of business. President Donald Trump could announce his secret decision on the future of the Iran nuclear deal next week. The speech has been tentatively scheduled for Oct. America is reeling from the worst mass shooting in its history after at least 50 people were killed and more than wounded at a country music festival in Las Vegas on Sunday night. Police say the shooter was year-old Stephen Paddock, described as a local man, who opened fire on the Route 91 Harvest Festival in Las Vegas Village from a room across the street in the Mandalay Bay Hotel shortly after 10pm.

Officers say Paddock was shot and killed after they breached a room in the hotel, where he had stashed an 'arsenal' of weapons used during the massacre. Investigators are now raiding the Mesquite home he shared with Marilou Danley, described as his 'companion', who was detained for questioning in the early hours of Monday morning.

Sheriff Joseph Lombardo, of the Las Vegas Metropolitan Police Department, said investigations are still ongoing and police have not yet determined a motive. They called it a prudent step that will help defend the United States and its allies. The announcement came after North Korea threatened to shoot down U. Iranian state television released video footage Friday claiming to show the launch of a new type of medium-range ballistic missile, a few hours after it was displayed during a military parade in Tehran.

The video released by the Iranians was more than seven months old — dating back to a failed launch in late January, which resulted in the missile exploding shortly after liftoff, according to two U.

This long-held ambition moved one step closer to reality Monday as millions of Iraqi Kurds began lining up to vote in an independence referendum. Despite huge pressure from other countries to cancel the vote, the streets were festooned with Kurdish flags and voters showed off their ink-stained fingers.

Experts say the result will almost certainly be a resounding "yes" — but what that will actually mean in reality is still unclear. I wouldn't want to go there, but I will say it's possible. However, he said he could not speak for the other three federal intelligence agencies that are authorized to conduct wiretaps. Within seconds the gas streaming around the plummeting probe will reach temperatures hot enough to melt its aluminum chassis, followed by the iridium cladding that shields its plutonium power source.

The fact that there are 40 or more ongoing conflict and occupation situations throughout the world, including in Iraq, Afghanistan, Western Sahara, East Timor, East Congo, Nagorno-Karabakh, Northern Cyprus, and the Crimea, is not widely known. The international community does not appear to be very bothered with these occupation situations. It is rare to find resolutions or agenda items in the highly politicized and partisan UN Human Rights Council that deal with such situations of occupation and transfer of people to establish settlements in the territory they are occupying.

However, the objective criteria for such occupations are evident for all to see, and they clearly fall within the factual definitions of occupations, as set out by the international law of armed conflict and specifically in the Hague Regulations 2 and the Fourth Geneva Convention.

However, the scale of modern retail operations makes even RFID scanning inefficient. Even with RFID technology, it can take a single large retail store three months to perform a complete inventory review, which means that mismatches often go undiscovered until exposed by a customer request. To addres this challenge, MIT researchers have developed a system that enables small, safe, aerial drones to read RFID tags from tens of meters away while identifying the locations of the tags with an average error of about 19 centimeters.

Such a system could be used in large warehouses for both continuous monitoring, to prevent inventory mismatches, and location of individual items, so that employees can rapidly and reliably meet customer requests. North Korea is well on its way toward a long-sought goal of being able to hit an American city with a nuclear weapon — and likely has an intercontinental ballistic missile capable of reaching the mainland, thanks to a powerful new main engine, The New York Times reported.

But the rogue state still has to overcome a number of challenges, according to the Times, including:. Developing a missile warhead that can stand the heat and friction of atmospheric re-entry — a feat some experts say North Korea will have perfected by next year if it has not already.

The Act specifically excludes slot machines or electronic facsimiles of any game of chance from the definition of class II games. Tribes retain their authority to conduct, license, and regulate class II gaming, provided it complies with the Act - including the requirement that the Tribal government adopt a gaming ordinance approved by the National Indian Gaming Commission NIGC.

Tribal governments are the primary entity responsible for regulating class II gaming on its lands. Only Hawaii and Utah continue to prohibit all types of gaming. The definition of class III gaming is broad. It includes all forms of gaming that are neither class I nor II. Games commonly played at casinos , such as slot machines , blackjack , craps , and roulette , clearly fall in the class III category, as well as wagering games and electronic facsimiles of any game of chance.

Generally, class III is often referred to as casino-style gaming. The regulatory scheme for class III gaming is more complex than a casual reading of the statute might suggest. Although Congress clearly intended regulatory issues to be addressed in Tribal-State compacts , it left a number of key functions in federal hands, including approval authority over compacts, management contracts, and Tribal gaming ordinances.

Congress also vested the Commission with broad authority to issue regulations in furtherance of the purposes of the Act. Many American casinos offer free memberships in "slot clubs", which return a fraction of the amount of money that is bet in the form of comps complimentary food, drinks, hotel rooms, or merchandise , or sometimes as cash or a promise to pay cash at a later date. These clubs require that players use cards that are inserted into the slot machines, to allow the casinos to track the players' "action" how much each player bets and for how long , which is often used to establish levels of play that may make players eligible for additional comps.

These fall under the jurisdiction of the province or territory without reference to the federal government. Thus no two provincial regulatory or operational regimes are the same. The 10 provinces all have gaming departments and slot machine play is available in venues across all. Part of the revenues go to the local government which in turn gives a percentage to the federal government.

Choice of slots available is a province by province negotiation with the local Gaming Department. Individual territories have such small populations that there are no dedicated departments or land based facilities to play. The history of First Nation's gaming in Canada is short but contentious. Only 12 First Nation casinos exist scattered over five provinces. The Assembly of First Nations view jurisdiction over gaming on First Nation land as part of their constitutional rights protected by section 35 1 of the Constitution Act, However the Supreme Court of Canada has rejected First Nation's claims to a right to conduct gaming activities.

Nevertheless, the First Nation casino's largest revenue driver is from slot machine play and the regulation of these is by agreement with an Indigenous Gaming Regulator, a delegated sub-group of each province Gaming Authority.

All provinces have dedicated problem gambling help lines and research, and the territories have health and social service support for individuals with gambling problems. In Australia "Poker Machines" or "pokies" [38] are officially termed "gaming machines". Australian-style gaming machines frequently use video displays to simulate physical reels, usually five.

These machines have additional bonusing and second-screen features such as free games and bonus levels. They also allow for multiple lines up to or multiple ways up to 3, to be played. Late in , there were , poker machines operating in Australia, which was 2. On multiway games, players play the entire position of each reel instead of fixed lines or patterns. For instance, if a player plays 1 reel on a way game, they receive three symbols in the first reel which pay anywhere in the three positions, while all other reels pay in the centre only, with unused areas darkened.

On the other end of the scale, if the player plays 5 reels, symbols can appear anywhere in the window and will pay as long as there is one in each reel. Most games however still require the symbols appearing left to right, sometimes this even includes scatters. Other multiway games give you even more ways by using a 4x5 or 5x5 pattern, where there are up to 5 symbols in each reel, allowing for up to 1, and 3, ways to win respectively.

These games typically cost more than their way Reel Power counterparts. Recently, IGT has also started to manufacture multiway games. Gaming machine manufacturer Konami Australia also made an alternative way of gaming by using patterns, where symbols pay adjacent to one another. Most of these games have a hexagonal reel formation, and much like multiway games, any patterns not played are darkened out of use. On both systems, scatter symbols still pay in the darkened areas just like standard machines where scatters don't have to appear on a payline.

The laws regulating the use of gaming machines in Australia are a matter for State governments, and as such they vary between States. Gaming machines are found in casinos approximately one in each major city as well as pubs and clubs in some states usually sports, social, or RSL clubs. The first Australian state to legalize this style of gambling was New South Wales in when they were made legal in all registered clubs in the state.

There are suggestions that the proliferation of poker machines has led to increased levels of problem gambling ; however, the precise nature of this link is still open to research.

The primary reason for this is that gaming machines have been legal in the state of New South Wales since and over that time the number of machines has grown to 97, at December , including the Australian Capital Territory.

By way of comparison, the US State of Nevada which legalised gaming including slots several decades before NSW, had , slots operating. This new law also banned machines which would automatically play with the button held. All gaming machines in Victoria have an information screen accessible to the user by pressing the 'i key' button, showing the game rules, paytable, return to player percentage, and the top and bottom five combinations, with the odds shown. These combinations are stated to be played on a minimum bet usually 1 credit per line, with 1 line or reel played , excluding feature wins.

Western Australia only permits the use of particular forms of gaming machine in Burswood casino , and no gaming machines may be used elsewhere. This policy the most restrictive in Australia had a long historical basis, and was reaffirmed by the Royal Commission into Gambling:.

It requires no thought, no skill or social contact. The odds are never about winning. Watching people playing the machines over long periods of time, the impressionistic evidence at least is that they are addictive to many people. Historically poker machines have been banned from Western Australia and we consider that, in the public interest, they should stay banned.

Independent candidate Andrew Wilkie , an anti-pokies campaigner, was elected to the Australian House of Representatives seat of Denison at the federal election. Wilkie was one of four crossbenchers who supported the Gillard Labor government following the hung parliament result. Wilkie immediately began forging ties with Xenophon as soon as it was apparent that he was elected. In Russia, slot clubs appeared quite late, only in Before slot machines were only in the casino and in small shops, but later slot clubs began to grow over the country.

The most popular and numerous clubs were "Vulcan " and "Taj Mahal". After , when a ban on gambling establishments, almost all slot clubs disappeared, and appeared only in a specially authorized gambling zones. The provision of slot machines is covered by the Gambling Act This superseded the Gaming Act Slot machines in the UK are categorised by definitions produced by the Gambling Commission as part of the legislation brought in with the Gambling Act of Casinos built under the provisions of the Act are allowed to house up to twenty machines categories B to D or any number of C or D machines instead.

As defined by the Act, large casinos will have a maximum of one hundred and fifty machines of any combination of machines in categories B to D, within the total limit of one hundred and fifty subject to machine to table ratio of 5: Category A games were defined in preparation for the planned " Super Casinos.

As a result, there are no lawful Category A games in the UK. Category B games are divided into subcategories. However, the differences between B1, B3 and B4 games are mainly the stake and prizes as defined in the above table. FOBTs are mainly found in licensed betting shops , or bookmakers, usually in the form of electronic roulette. The games are based on a random number generator and thus the probability of getting the jackpot in each game is independent of any other game, and these probabilities are all equal.

If a pseudorandom number generator is used instead of one that is truly random, the probabilities are not truly independent, since each pseudorandom number is determined at least in part by the one generated before it. Fruit machines are commonly found in pubs , clubs , and arcades. Machines commonly have three reels, but can be found with four or five reels with around sixteen to twenty-four symbols printed around them. The reels are spun each play, and if certain combinations of symbols appear then winnings are paid by the machine, or a subgame is played.

These games often have many extra features, trails and subgames with opportunities to win money; usually more than can be won from just the payouts on the reel combinations. Fruit machines in the UK almost universally have the following features, generally selected at random using a pseudorandom number generator:. It is known for machines to pay out multiple jackpots, one after the other this is known as a streak or rave but each jackpot requires a new game to be played so as not to violate the law about the maximum payout on a single play.

Typically this involves the player only pressing the Start button for which a single credit is taken, regardless of whether this causes the reels to spin or not. Slot machines are a fairly new phenomenon and they can be found in mostly in pachinko parlors and the adult sections of amusement arcades , known as game centers.

The machines are regulated with integrated circuits , and have six different levels changing the odds of a Indeed, Japanese slot machines are "beatable. For example, there must be three reels. All reels must be accompanied by buttons which allow players to manually stop them, reels may not spin faster than 80 RPM, and reels must stop within 0.

In practice, this means that machines cannot let reels slip more than 4 symbols. Other rules include a 15 coin payout cap, a 50 credit cap on machines, a 3 coin maximum bet, and other such regulations. While the machine is in bonus mode, the player is entertained with special winning scenes on the LCD display, and energizing music is heard, payout after payout.

On many machines, when enough money to afford a bonus is taken in, the bonus is not immediately awarded. Typically the game merely stops making the reels slip off the bonus symbols for a few games. If the player fails to hit the bonus during these "standby games", it is added to the "Stock" for later collection. Many current games, after finishing a bonus round, set the probability to release additional stock gained from earlier players failing to get a bonus last time the machine stopped making the reels slip for a bit very high for the first few games.

As a result, a lucky player may get to play several bonus rounds in a row a "Renchan" , making payouts of 5, or even 10, coins possible. The lure of "Stock" waiting in the machine, and the possibility of "Renchan" tease the gambler to keep feeding the machine.

This is called being a " hyena ". They are easy to recognize, roaming the aisles for a "Kamo" " sucker " in English to leave his machine. Many people may be gambling more than they can afford , and the big payouts also lure unsavory "hyena" types into the gambling halls. To address these social issues, a new regulation Version 5. Moreover, all Pachisuro machines must be re-evaluated for regulation compliance every three years.

Only time will tell how these changes will affect the Japanese Pachisuro industry. Mike Dixon, PhD, professor of psychology, University of Waterloo, Ontario, Canada [47] studies the relationship between slot players and slot machines. Slot players were observed experiencing heightened arousal from the sensory stimulus coming from the machines. They "sought to show that these "losses disguised as wins" LDWs would be as arousing as wins, and more arousing than regular losses".

Skill stop buttons predated the Bally electromechanical slot machines of the s and 70s. They appeared on mechanical slot machines manufactured by Mills Novelty Co. These machines had modified reel-stop arms, which allowed them to be released from the timing bar, earlier than in a normal play, simply by pressing the buttons on the front of the machine, located between each reel.

These enabled the player to stop each reel, allowing a degree of "skill" so as to satisfy the New Jersey gaming laws of the day which required that players were able to control the game in some way. The original conversion was applied to approximately 50 late model Bally slot machines. Because the typical machine stopped the reels automatically in less than 10 seconds, weights were added to the mechanical timers to prolong the automatic stopping of the reels.

By the time the New Jersey Alcoholic Beverages Commission ABC had approved the conversion for use in New Jersey arcades the word was out and every other distributor began adding skill stops.

The machines were a huge hit on the Jersey Shore and the remaining unconverted Bally machines were destroyed as they had become instantly obsolete.

Rollup is the process of dramatizing a win by playing sounds while the meters count up to the amount that has been won. Short pay refers to a partial payout made by a slot machine, which is less than the amount due to the player.

This occurs if the coin hopper has been depleted as a result of making earlier payouts to players. The remaining amount due to the player is either paid as a hand pay or an attendant will come and refill the machine.

Scatter Symbol It is required to place at least two of the same symbols on a pay line to get paid in slot games. However, scatter symbols work differently and award a prize whether they are placed on a pay line or not. But the player still needs to get at least two of them in modern slot games. The more, the better. Scatter symbols are usually used to award a number of free spins. The number of free spins differs from game to game; i. They can also award coin prizes, based on their number.

The prizes are usually small, but they are paid in addition to other winnings. Scatter symbol is a special symbol, which means the wild symbol cannot replace it. Slot variance is a measure of risk associated with playing a slot machine. A low variance slot machine has regular but smaller wins and a high variance slot machine has fewer but bigger wins.

Taste is a reference to the small amount often paid out to keep a player seated and continuously betting. Tilt Electromechanical slot machines usually include an electromechanical " tilt switch ", which makes or breaks a circuit if the machine is tilted or otherwise tampered with, and so triggers an alarm.

While modern machines no longer have tilt switches, any kind of technical fault door switch in the wrong state, reel motor failure, out of paper, etc. Theoretical Hold Worksheet A document provided by the manufacturer for all slot machines, which indicates the theoretical percentage that the slot machine should hold based on the amount paid in.

The worksheet also indicates the reel strip settings, number of coins that may be played, the payout schedule, the number of reels and other information descriptive of the particular type of slot machine. Weight count is an American term, referring to the dollar amount of coins or tokens removed from a slot machine's drop bucket or drop box and counted by the casino's hard count team through the use of a weigh scale.

Governments should just legislate on election promises, and leave all the rest to God and mother nature! I'll make broadly the same comment that I made on Tim Costello's piece yesterday. Pokies laws are primarily a state responsibility. The ALP still runs some states and not so long ago ran all six. If current pokies laws are so bad that defence of them should make Tony Abbott a pariah, why aren't the likes of Bligh, Rann, Kenneally, etc getting some heat on this?

Probably due to the fact that state governments are vested interests in the industry via licenses and taxes as well as political contributions so they would hardly be considered impartial.

Of the people you specify only Bligh is still premier. The heat should be on the state premiers where pokies operate to act on this matter. Bligh will not be premier for long. In almost all states the pokies were introduce by ALP governments and they have lived of the profits for decades.

Go complain to the ALP as they are the root of this so called evil. The Sydney Morning Herald ran a negative, front-page article about the current NSW government being in bed with the clubs lobby a couple of weeks ago. Apparently all new housing developments in NSW have to have land set aside for a club.

Also there are tax cuts for the poor struggling hotels industry. Tony Abbott, what more can be said about his methods of doing business. No, denial, blood oath, predictions. The old 60's protest song has a verse which describes him well. People want some-one with a vision of what Australia will be like , and all we have got is a return to pre under the LNP. The 'status quo' is not sustainable. One has to leave the world a better place than when you entered it.

Unless a leader understands this and strives to make things better, not simply protect the status quo, their leadership years will be regarded by history as "wasted years".

Pity the ALP didn't believe that as they lead us back decades into the s. But he does have a very clear vision for Australia: Wouldn't that be simpler? No doubt James Packer, Tony Abbott, channel 9 and the big clubs would still object but at least the 'will cost, won't work' case would have less credibility. The discussion last night on the Drum was embarrassing.

What is with "High Density Machines"? They are no longer spinning wheels, they are a Video screen driven by a computer program. A program designed to keep you playing. Go and play one for a while. If you simply play the minimum bet for one "line", you will be amazed at how many jackpots you "miss" because they appearred on lines you weren't playing.

As players get more desperate, they play more and more lines until they are playing maximum rolls. And magically, the jackpots disappear; but you consistently get 4 of the 5 you need to win big. Clubs have gotten fat and lazy on the proceeds of Poker Machines. Club Management awards are based on turnover - not members - so they are rewarded for ripping off more pokie addicts.

Poker Machines are more dangerous for addicts than any other form of gambling because they are programmed to keep you playing, are available up to 21 hours a day, and are in a place with an inexhaustible supply of alcohol to numb the senses.

If clubs were serious, they would have done something about it long ago. Their only response to date has been to fund a counselling service. It was going to be the death of sport as we know it when cigarette advertising was shut down.

Sporting clubs that rely on problem gamblers should go down the tube. Abbott is really showing his win-at-all-costs side here. Interesting take on this issue Barrie. I would just add this that those who are raging against pokie reforms as have been suggested are quite happy to tell lies in the media about the actual form of the reforms, the impact on clubs, the cost of changing machines, impacts on community activities sponsored by clubs, the position of the Salvos etc, yet also scream, "Juliar".

The hypocrisy is breath taking. So honouring an agreement is wrong now? Just because James Packer and his cronies under this legislation won't be able to rip off problem gamblers. For Queensland Premier, Wayne Goss said it was the worst mistake he made in politics was allowing those mongrel machines into the state. Since the Independents made the decision to support a minority Labor Government, Tony Abbott has been on a mission to force a new election. He has two strategies - call the government illegitimate which it isn't and oppose everything put forward by the government.

His oppositional approach feeds two things in the electorate - fear and misunderstanding. It is dirty, underhand politics and it must be the longest political tantrum on record.

Tony Abbott must be a joy to play board games with. Of course, Tony Abbott's biggest fear is that these reforms - the Carbon Tax and the Mandatory Precommitment Technology - will go through Parliament and despite the claims of Chicken Little - the sky won't fall in. And therein lies his problem - what will he do if these reforms don't cause the world to end? He has staked his political career on this What Tony Abbott is banking on here is that Julia Gillard will falter under the pressure of Clubs Australia and people like James Packer who pays how much tax each year?

However, Abbott may have miscalculated on this one - many people recognise that counselling alone will not solve problem gambling and they know that amongst all the methods of gambling, poker machines are the ones that are causing the most damage in the community. Backing an industry that is set up to manipulate people into throwing their money away, perhaps isn't the wisest move that Abbott has made in recent days.

Julia Gillard needs to steel her nerve and continue on with this reform. It was recommended by the Productivity Commission as one way to help people addicted to poker machine gambling - not the way - one way. And Tony Abbott needs to remember that by the time Howard lost the last election, people were truly disillusioned about the kind of country Australia had become - yes, some people were richer but that wealth was not equally distributed and or invested in public infrastructure that benefitted the most disadvantaged in this nation.

Tony Abbott's claims that he's going to rescind every piece of legislation that the Government brings forward is actually a statement that what he actually intends to do if his is elected is return us to Howard's Australia The danger is that the Murdoch media can create the impression that the sky is falling in and the rest of the media is unlikely to contradict this. Look at the highly succesful BER and Insulation projects and how they were porytrayed media wide.

That is true, but it is harder for media to generate that spin once the policies are enacted. When the Australian economy doesn't go into free fall as a result of the Carbon Tax and when clubs keep ticking along in spite of the Mandatory Pre-commitment Technology and when Australians aren't really out of pocket in the way that Tony Abbott said they would be, it will be much harder for the media to spin that line.

Far better for Tony Abbott whose entire approach is to feed fear and misunderstanding, to use the media now in an attempt to prevent the reforms from ever being enacted. Not only is it dirty, underhand politics it is also cheap and lazy politics with no depth and no substance. Retaining the status quo is not sustainable.

The argument that the clubs, masquerading as so called community groups, can only exist if they rely on the proceeds of gambling appears to me to negate the idea that they are truly community based. In reality, I would suggest that these 'community groups' have been hijacked long ago by the unethical to further their own monetary ambitions.

The fact that an extremely small percentage of their revenue is returned to the communities these groups strenuously claim to be supporting merely strengthens this argument.

Therefore, to my mind, the sooner we limit the grasp and power of these 'community groups' by lowering the machine take per spin or any other similar measure can only be a social good. The problem for Tony Abbott is that it will be very easy to portray him as a person who is willing to protect those who prey on the weak and unfortunate. I wonder how that squares with his Christianity and the more enlightened views of his party members?

As an interstater with no gambling interest at home, I could never fathom what the difference was between a "club" and a "casino". So once more Barrie, your major concern is danger to Gillard. Change the record once in a while. You obviously didn't read the whole article. There is danger too for Abbott. Perhaps you need to change the record once in a while! I'm sorry, but you're wrong. This article is about the pros and cons of the proposed legislation and why there is opposition to it.

Abbott's position on pokie reform borders on criminal negligence of a very serious social problem, with well-documented and severe consequences for pokies addicts and their families.

His increasingly poisonous populism is lowering the level of public debate on this issue. Abbott is all about Abbott. His track record shows that. He simply does not care what or whom he destroys in his quest for the Lodge. His personal self interest comes before the national interest each and every time. The sooner his colleagues and the voters wake up to this, the better.

Australia simply cannot afford for this man to become PM. He will be far more devastating to this nation, on a multitude of fronts, than any tax ever could. The worst Labor government will still be far better, far preferable than the best Abbott government! The sooner his colleagues and votes wake up?

Are not his colleagues the same and Abbott is their spokesperson? Are there not voters who are so brainwashed by gloss and negativity that they could not see the forest from the trees? For a start, Abbott starts well behind with: Considering he supports "lower taxes, less government and reduced wages", how does he propose to pay for it all? They will underfund, neglect, or just plain ignore all the Coalition favourites like health, education, aged care, child care, work skills, infrastructure, housing affordability, communications etc - all the things they underfunded, neglected and ignored for the 11 years of the Howard government.

As I said, the worst Labor government will always be better than the best Abbott government. As Abbott has no policies on these things that make a scrap of sense, and is proposing to undo policies that do make sense, Abbott would certainly be a very poor option.

Surely you're not serious. Abbott has no respect for best practice, scientific evidence, or even the idea of raising the level of public debate in this country. He has not one positive idea even in relation to the government's sometimes appalling performance.

The government is honouring an agreement. If Abbott had heve been PM, he would also be in the same position with the same agreement with Wilkie. The Government surely must realise that pokies are well and truely on the nose in the community and anything that the Government does to curb their destructive influence will be supported by the overwelming majority of the voters.

Even most pokie players will welcome these reforms, especially those who are so addicted that they no longer have the will power to do it themselves. The pokies lobby is a load of hot air and as soon as the legislatiion goes through, they will realise that they have to live with the new reality. If Abbott gets into power in 2 years, he will not do anything, becuase he knows that it is a situation he wants, but has let someone else take the flak for introducing it like the ALP did with tyhe GST.

The coalition should refuse to back this legistation on the basis that it won't work or some other reason to help it win government. When in power it should introduce it's own measures that are different in some way from the ones currently proposed but hopefully effective. The labor party might find it hard to oppose them given their current platform of wanting to address the issue.

With a bit of luck the gaming industry will have forgiven them by the time the next election comes around- especially at the prospect of another Labor-Green government. In my view, the long term goal of both parties should be to phase them out altogether. We don't have them in WA and nobody who doesn't own a pub minds one little bit.

Oh and we still have pubs and clubs by the way. Why won't in work? It is working in other countries including Norway where the poker machine lobby to one stat out of context to try to prove its case. I agree it may well work if it were to become law but the current political environment may not let that happen. I was trying to outline a possible solution to the issue given current political situation. You're not outlining a solution to the problem, you're talking about how the Coalition can mis use the situation to win government.

The message coming through from the opponents is that gambling revenue is the basis for one aspect of our social fabric as it enables the getting together of our community??? Unfortunately it is being paid for at the expense of others? What we are really saying is that the majority of club goers , go there because it is cheap and therefore if the costs are driven up by reduced Pokie revenue then they won't go because they will have to pay the "full" price.

And of course government revenue will drop and the voter will have to pay the full price for services or whatever funded by Pokie Taxes? The reduction in revenue is about altering the landscape and this is a frightening prospect as invariably as pokie revenue drops and club members possibly go then there will be job losses.

I know the easy view is optimism but if clubs are important as the backbone of our communities what plans can be evolved to maintain their businesses but under a new model?? Perhaps there are excessive waste in come of these clubs or excesses that need trimming anyway? Any thoughts out there??? For a start, any club associated with NRL or AFL, they could pay their entertainers read footballers a realistic wage instead of the overinflated sums currently on offer.

All the government has to do is get the reform through quickly, so that it's in action long before the polls. By the time the election rolls around, and the clubs have demonstrably not collapsed, and NRL is still running, and the charities still have their doors open, then it will be a non-issue. In fact it will be a good example of why the public shouldn't listen to such alarmist rabble-rousing.

If Gillard doesn't have the numbers to get the reforms through, all she has to do is vote against them. Just like on shore processing, Abbott will suddenly endorse it and the Greens and Independents can push it through. Barrie, I'd be more complimentary of your writings if instead of focussing on the politiics of an issue you just wrote about the policy. In a sense, you are just like Abbott - he openly will not support good policy if it is good politics to oppose it.

You as a journalist do not write about policy, you just discuss the politics. As a result you play his game to the detriment of sound policy development. The problem we have here is communication, namely Julie Gillard. From most reports she's a consultative boss maybe not on the refugee issue and a great negotiator, but when she gets on the camera she fails to communicate and just appears insincere, she even lacks the skill to fake it unlike other poli's which ultimately drags the labor party down.

Barrie just once be honest!!!! This so called reform is purely to keep Gillard in power!! Any one I talk to knows it, and they also know that problem gamblers will simply move on to on line gambling, keno, phone gambling etc etc.

If looking at a system to help problem gamblers-- much like alcaholics, is not a better idea then you are simply blinkered by ideology. What next Barrie-- make manadatory pre comittment for drinkers because alcahol destroys so many lives on so many levels- then why not go further-- manadatory pre- commitment to smoking!!!???? This is a stupid ill thought out knee jerk policy that will achieve nothing-- Abbott is very wise to oppose it and look for better solutions.

But not on the Drum or ABC-- about Abbott you are all blindly saying no no no--to anything he suggests. Talk about pot meeting kettle. Actually, Zoe, in many pubs, bartenders look out for people who have had too much to drink and they are at liberty to refuse service to those people - and many do.

We actually do have some pre-mandatory commitments on alcohol - one is that you can't drive once you are over a certain blood alcohol level. That means, that people are asked, prior to going out for the night, to agree to a limit on their drinking Is it a perfect solution? Does it stop all of those who are over the limit from getting behind the wheel? No, but I'm certain that it does help to keep the road toll lower on a Friday or Saturday night than it could possibly be.

Same argument for speed limits - aren't they a mandatory pre-commitment? If I want to drive on particular roads, don't I have to pre-commit to doing a certain speed? Does it stop everyone from speeding - no - but does it limit most - yes. Mandatory pre-commitment technology was recommended by the Productivity Commission as one way - not the way - of trying to tackle the problem of poker machine gambling.

The statistics show that it is this form of gambling that is causing the most damage in society That has something to do with how the machines are set up i. Pre-commitment technology is not stupid, ill thought out, knee jerk policy - its just policy that you don't agree with.

Its not the silver bullet to problem gamblers, but my issue is that its the only path the goverment is going down. Oh yes I go out and say I will only drink couple of beers End up with 3 cases Comon this is just a political stunt from Wilkie. He sided with Labour due to his hate of Liberals quite rightly as they destroyed his career and made him look like an idiot.

He does not stand for anything, except pokie reform. So now Labour is blackmailed into this politically correct , nice and fluffy reform that most people obviously fell in love. Pre comitment will not work. Gambler will just move to another form of gambling. Problem gamblers generally have underlying form of other problems. The issue is not how much you drink And if you do, quite frankly, you are a bloody idiot and I hope that I am never on the road at the same time as you are.

If you don't - if you make sure that someone else drives, then you have conformed to mandatory pre-commitment laws about drinking and driving and thus, are demonstrating that it does, in fact work. No, pre-commitment is not THE solution Other forms of gambling do not have the same effect on people for the reasons that I outlined above. Perhaps check Wilkie's website before you say that he only stands for pokie reform.

Also check your spelling - its the Australian Labor Party. So you would recommend mandatory breathalyers then after the first couple of drinks if that is what you have nominated. If it won't work, why are you worried enough to spend so much on skittling it? You completely miss the point. Whether this helps or hinders Gillard -- and according to Registered Clubs and Abbott this will hurt the Govt -- this is an important measure which will assist problem gamblers and their secondary vicitms.

I'm with you Fran. But I'd like to see a system established against which the successes of the changes can be measured and shown aveonce and for all that they are working as hoped. These reforms will probably, as we now hear more and more, work out the way we the majority, incl. And you never know - perhaps alcoholics and other such groups can be improved somehow also, later, all for the sake of better families, and a positive contribution to the social fabric of the country one can look at it in terms of 'nation building', after all.

One step at a time What is the "better solution"? This is another piece of cynical grandstanding to undermine the government. Your comments show that you actually don't know anything about pokie addicts. Pokies are different from other forms of gambling even internet. They are placed in an environment that has alcohol sometimes served at the machine by the bar staff, and sometimes free at casinos and they are programmed to draw you in and encourage larger bets. Gaming machine companies invest millions to research better ways to hold gamblers at the machines.

If clubs were worried about pokie addicts, they have had decades to do something. Industry self regulation would have been welcomed. Now it is time for the government to act. To serve alcohol you must have an RSA, Responsible serving of alcohol certificate and it is an offence to serve someone who has had too much. And, as has been pointed out but worth repeating; if it won't make any difference, why the hysteria?

You must mix in circles where the people are very ill informed. There is ample research evidence across many countries that gambling addicts are mainly susceptible to pokies, and that pokie addicts are disinterested in other forms of gambling. The pokies are actually environmentally set up to sooth the players with music, then take their money.

As a most dedicated coalitionist, could you please explain why your leader used the word "predict" in reference to repealing any pokie laws. Probably he is not yet sure that the wind is blowing in that direction. My only experience with pokies was when as a teenager I used to help a disabled neighbour to go to the shops and he would often drag me into the local pub, where I would watch him lose his entire fortnightly pension payment in one sitting.

Being a youngster it was difficult to say no to an adult, but eventually I had to because of how angry it got me. Due to this experience I have a very negative opinion of poker machines. I can understand how someone like James Packer would not feel the same as I do because presumably his experiences with poker machines have all been positive.

Nice to know that it is possible to win at pokies. It's easy to win at the pokies. All you have to do is own them. Of course, it helps if daddy left you billions. Did not you and your journalists friends sitting around on couches with you in a television studio endlessly discuss how Labor can't get its message across. Now you finally admit, as per the quote above, that the media are more than just story tellers often without paying lip service to facts or good analytical practice.

You seem to accept that many of your media mates have transitioned from story telling to overt political gamesmanship. As to the mining tax there seems to be a little turn around occurring in the media and the political arena. One of Abbott's Liberal MPs from Western Australia has broadcast his intention to consider voting with the Minority Government on the mining tax legislation.

And if that don't beat all, I heard on the radio this morning a 2UE announcer read out the editorial from The Australian, which criticised Abbott for his unrealistic position on the mining tax and his overall negativity.

This was in The Australian! I actually pinched myself to make sure I was not still asleep dreaming this. Barrie, you like your media mates who focus on political tactics as opposed to policy analysis might smirk at that observation. But let's get to the actual facts of the proposed legislation as it stands. The sky will not fall in as the hysterical vested interest falsely claim.

Clubs have until to implement the changes. We are only talking about certain high value stake machines that would be affected. Of course, personal tragedy stories are now emerging in some sections of the media and these will kick the multi-million disinformation media campaigns for a six. Yep, Abbott certainly did it to himself this time. Even the fact impaired media can't protect nor promote him anymore.

Why is it that WA, with no club or hotel pokies other than in its Casino, manages to function quite well without the sky falling in? This rarely gets a mention in any debate or discussion on pokie machines. Once again, the facts are not standing in the way of sloganeering and outright lies.

The clubs give very little to local sports and local children. The clubs, for the most part, do nothing positive for their local communities. The Gillard government has stood firm on other commitments made in negotiations to form the Coalition in government now.

I'm trusting that the government will ignore the wails of the wealthy and stand firm to help the vulnerable on this issue. By vulnerable, I refer to the families who suffer at the hands of the problem gamblers and the welfare agencies who have to scramble for dollars to help these families. Perhaps, if these wealthy, wailing clubs and even wealthier individuals went out and helped the welfare agencies, they might garner some kudos.

The one due in ? Interesting, possibly forgeting the 'puritanical' vote on the issue of pokies. They are evil afterall I am a member of a large local club. To their credit so far I haven't seen promotional material against pokies reform, but I'm waiting. This issue signals a decline in support for Abbott, both with the voters and his colleagues.

You can bet on it! Like several "issues" in this country at the moment, one does have to wonder why this even needs to be discussed at all. The only, ONLY people kicking up a stink about this are the vested interests that are lining their pockets off the backs of the vulnerable and unfortunates who have fallen into the trap of problem gambling and pokie addiction.

Why is there even a debate about it? Abbott opposed the cigarette plain packaging legislation on behalf of Big Tobacco. Abbott opposes the pokies reform legislation on behalf of Big Gambling. It appears that the Liberal Party are an amoral lot, without conscience, and for sale to the highest bidder!

HA, you are wrong. It was only Tony that offered to sell his arse not the entire libal party. Perhaps the Indies would have gone for collective arses rather than rejecting just Tony's Tight Buns. Tony would have sold his soul, if he hadn't already coughed up it up for the leadership.

The next cab off the rank is the mining tax which was designed by BHP, Xstrata and Rio to minimise any tax they may have to pay. The Gillard government is policy disaster area caused by Gillards desperate clinging to power. When Clubs have to rely on the exploitation of the weak and vulnerable to 'survive' they have really hit the pits. Whats next- selling drugs to drug addicts? Now there is a money spinner for you. If there are Liberal MPS and Senators who support poker machine reform they should have the guts to speak up, as did Mal Washer on the mining tax- but he seems to have been silenced by party machine too.

And there are those who oppose the election of independents. The hung parliament and a minority government are producing some good and courageous measures for Australia - including the Carbon Tax and the regulation of poker machines.

Mr Abbott has played a providential role in ending the offshore processing of asylum seekers. If Tony Abbott were a true friend of the clubs industry he would be telling them that he predicts some form of regulation in the future which would end their dependence on high-impact machines and problem gamblers.

The moral outrage that has developed in the community will not go away. He should be urging them to develop strategies to for funding when the time comes that some members of a club can no longer bludge off the weaknesses of other members. He should be approaching state premiers whose governments have done well out of poker machine taxes and have them take a responsibility for assisting in the restructuring of the clubs industry. Unfortunately he is incapable of doing this and sees the whole issue, not as a moral one, but as an opportunity to harvest votes.

I predict that there will be many in his party who will question both his capacity for policy development and his qualities as a leader of a party of moral decency. There are many members of the Gillard causcus who are vehemently opposed to the pokies tax to save their seats. This has a long way to play in the ALP yet. We have a vibrant clubs industry without pokies machines and none of our sports is dependent on funding from the industry.

Sport in WA is doing fine without pokies, and used to do fine in various other states ebfore the introduction of pokies. There will always eb people prone to gambling addiction I guess, but pokies are designed to be as addictive as possible. Given the harm they cause I think they shuold be completely banned. At the very least they should have a very low maximum bet to reduce harm - how about a max of 10 cents a play?

If sport and clubs can't survive witout sucking the blood out of so many families, maybe they shouldn't survive. We are getting used to that, Barrie. In fact, this government has gone through some pretty impressive training at facing, wrestling, and winning over some of the most "powerful forces" in this country.

That's the government Australia needs, not the whimpy alternative government that can only say no to the good causes and yes to their master puppeteers. Barrie I would be very interested to know if Tony Abbott gave the same committment to Andrew Wikie as did Julia Gillard re problem gambling when negotiations for forming government were taking place.

It has been noted in the past that Tony Abbott was willing to sell a certain part of his anatomy to gain first prize, and as with the ETS he will say one thing to one section of the community and the total opposite to another to gain a vote. Can anyone tell me, just exactly what does Abbott stand for? What are his aims and aspirations for all Australians, not just Liberal Party donors.

Where does he see Australia heading into the future?. Does he seriously believe that Australia wil be able to avoid paying an international tax on carbon? Why don't you and the rest of the of the so called msm ask a few simple questions of this supposed alternative to the current Prime Minister intead of giving so much oxygen to Abbott is the "status quo" representative! The sad thing, perhaps even tragic, is that these "sports" clubs claim that without the pokies they would go bust.

That says something rather pathetic about the whole business. Abbott's usual "no" stunt is just him doing what the gambling interests are paying him for. I won't demean the word industry by linking it withy gambling - industry produces - gambling takes and produces nothing.

It is a political hot potato but I note that Abbott as usual has backed the gambling interests' hyperbole with its claims about massive losses etc. But then Tony is only doing this in the hope of snaring another vote from the less intellectually endowed voters. A hollow little man with no policies, no honesty and no benefits for Australia.

This morning's Age had a spread on Packer's Mahogany room at the Crown Casino - all that is paid for by gamblers who will never ever get to see the inside of that fun palace.

Anybody who thinks that pokies are just harmless fun and that they might win, has forgotten that they are the stuff that makes people like Packer very very very wealthy and a person who has contributed nothing to Australia, and in his universe the mug punter is the cash cow.

Good old Tony Abbott supports people like him just as he supports poor "battlers" like Forrest, Rinehart and Palmer. This is Barrie Cassidy the "journalist" for that I thank you Those that watch our times and the "media madness" i. Abbott and special interests can not call you a "right-wing commentator" I believe the theme of current events policies driven by individuals in a minority government is about "harm minimisation" Also, the fair go principle i.

This is a government that had to happen No mandate in any democratic sense? This present government independents need to be congratulated and re-elected in on current trends! For you to write such a piece balanced you see merit in much of the policies of the government of the day? Having picked up this one moral issue that she can actually win with, it is so important that Juila now move quickly to also impose a similar shecme on alcohol with the plan to reduce the much more harmful effects arising from overuse of alcohol.

Only then can the ALP truly hold its head again a a moral government. I believe there has to be a limit on the money that can be fed into poker machines but this should be done rationally not with Wilkie holding a gun at Gillard's head. As for Wilkie not supporting the government Gillard should take him on as he will not withdraw support. The media machine backs up by a crude and powerful NEWS company whose aim is to destroy a govt particularly a historic first female PM who because she said "no carbon This act of hypocracy among the LIB and this part of biased media in my opinion should be condemned instead.

As the PM said, she meant it when she said that. But the opportunity was presented to her, should she act or not and she chose to act. She always considers the nation's interest ahead of her political interest unlike Abbott whose main aim in life is to get the key to the lodge because he could not believe until now why he was defeated by a woman. Abbott might be leading in the pole now but the real pole is forthcoming in and I wonder if he could maintain that fear mongering tactic of his.

Sooner or later voters who were attracted to him will start to ask about their 70billion black hole that would affect their health, employment, public services and infrastructure that the Howard era were ignored for the sake of a surplus. I believe that voters when the time comes will make that one intelligent decision to choose between two contrasting leaders. A choice between right and wrong, good and evil and I know who always win at the end. Give all of the Australian poker machines for free to pensioners to take home and play on, and steal all the money from the clubs and donate it to new bulit stroke units in Australia.

Here we go, here we go, here we go. Another "contentious" issue for Abbott and his media backers to stir up and show yet again that the government is inept, useless, hopeless, bad take your pick.

The government's mistake is to threaten a possible reduction in revenue stream for the clubs, without clearly offering anything to compensate the loss of income. That is where the ineptitude lies. This is yet another example of a blunt, badly thought out campaign for an intrinsically beneficial policy from a government that has yet to learn to "box clever" with an unrelentingly antagonistic opposition.

You'd think they'd have learnt by now. Talk about a roo in the headlights! But why should taxpayers directly subsidise these clubs for the loss of this revenue? Like me, most other taxpayers are not members of these clubs. They seem to have enough money as it is, and will all be able to adjust.

Julia lost a lot of support initially because she was seen as shifting with the polls. She has now shown steel over the carbon tax and steel over immigration policy. People want a leader that can show steel when necessary. They certainly don't want a leader whose brain bursts chage depending on who he is talking too. Julia has a lot to gain by standing up to the poker machine sleazebags. I agree John, I want a leader not a follower.

After 3 years policy will win over rhetoric. Empty Abbott has to keep up his negative charade for another 2 years. He wont "put up" and he wont "shut up". Government s claim that there are problems associated with addictions to gambling, smoking and alcohol consumption.

If they are serious about the problems then the solution is simple: But neither government will take this drastic step, as they would loose votes and loose revenue. So is it a concern about the welfare of people or a concern about politicians keeping their jobs? I suspect the latter. It is interesting to see the development in trying to curb peoples addiction to gambling, smoking and alcohol consumption, while over the years governments have relaxed the laws on drugs, which is an even greater addiction problem.

If we banned everything which involves risk, we would be unable to leave our homes, which we would be unable to build because building a home involves risk, we couldnt eat because growing it involves risk.

We could never allow sport to be played, as there are heaps of sporting injuries. Everything we do, and enjoy involves risk. Therefore we put in place laws and procedures to reduce that risk. At the moment there are virtually no restrictions on gambling, no procedures to reduce risk, and all the help revolves around picking up the pieces after the disaster, but nothing there to prevent it.

This legislation isnt just about helping problem gamblers, its about giving people tools to prevent it occurring in the first place. And thats the important bit. Banning is never an answer. Look at the drugs problem and you will see that banning has had no impact other than to drive up crime. No matter what you or I think, there are people out there who find playing pokies relaxing and that is their chosen form of entertainment.

There are also those who can walk into a pub and have one or two drinks with getting violent. Why punish everyone because of a problem few? Sensible regulation is the best answer. This Pokie reform will leave the small , low intensity machines for people who just want a flutter, and limit the abuse of high intensity machines. Most pokie players won't even see a change.

This figure was enough for me to decide that the whole "bleeding heart" anti poker machine reform argument was just a sham. Communities and sport will not die. Also please keep dispelling the myth that all pokie players will have to have a pre commitment card.

It is both bizarre and shameful that companies and individuals have been able to make obscene profits for so long based on ripping people off. That the machines are specifically designed to suck in those prone to addiction is a further indictment.

Stand firm Julia Gillard and those in the Coalition who do not support Tony Abbot's latest thought bubble. It is part of their code to protect the profit margin, morality is not considered. It is up to our elected leaders to consider what the voters want- to try helping these poor addicts. Abbott made a huge mistake at the pokies love-in the other night.

He may have tried to weasel out of it with a non-core promise "prediction" but those who oppose pokies reform took his comment as commitment to their side. He looked very uncomfortable at the time - he knew he was being wedged because he was in a hostile environment if he wanted to align himself with the majority opinion in Australia. His whole strategy is to play both sides of the fence. On the carbon tax, opposition policy is committed to the same emissions reduction as the govt, thus blunting attacks from the non-deniers, while at the same time cynically letting the deniers infer that his opposition to the govt approach is opposition to the whole issue.

On the pokies issue he has been caught out. Gillard should go for the full wedge on this one. And go for Packer while she is there. He has no credibility with the Aust electorate.

And if he uses the media to undermine the govt, call him on it. That's why we have the ABC - it is independent and expected to provide independent analysis.

It is not in the pocket of the Murdochs and Packers and should have the guts to call them out when they are so obviously using their media to pursue their commercial objectives. Disguisting corporate greed and Packer has the hide to claim he is "hurt" by Wilkie's response to his brazen self serving attack made under the banner of Crown AGM.

How many people know that clubs are mutuals membership base and as such only pay a fraction of tax on the profits they earn. Essentially they pay no tax on profits derived directly from members. The only tax paid is on profits earned from "visitors". That is why clubs insist regular "visitors" become members. In my view the clubs are actually doing very little for the community and its members compared to the massive profits being earned and salary and generous entitlements and fees being paid to the club hierarchy.

Is it any wonder that big business such as Channel Nine and Woolworths has involved itself with clubs as it has with the pubs? Problem gamblers are big business. Pimping and living off the earnings of prostitutes is illegal. Essentially society finds such a practice repugnant. And yet, respectable people claim that living off the losses of problem gamblers is good for the community and good for business?

If nothing else, the pokie reforms are at least getting many people to think about the issue. Recently I took part in a phone opinion survey on the proposed legislation. At the end of the survey, I asked who commissioned it and was told that it was Clubs Australia.

But by that time, I had already worked that out, because of the nature of the survey. As a survey, it was also a fine example of push-polling.

It mostly took the form of making statements about the pre-committment legislation, and asking whether I strongly agreed, agreed, disagreed or strongly disagreed with them.

The statements, when put together, completely outlined the position of Club Australia. The legislation means that you will have to disclose proof of your identity to the Club, and these details will be kept on a computer database Problem gamblers will only switch to other forms of gambling, like TAB, keno, internet gambling There was no mention of the dangers of problem gambling, its effects on the gambler or his or her families, or on the ultimate cost to the state of problem gambling mental illness hospitalisation, emergency houseing etc etc.

Needless to say, I gave answers to the survey that they would not have liked at all, but people who had little prior understanding of the issue, and little practice at critically examining statements may well have been persuaded by the 'survey' that the legislation was a bad thing. In short, it was disgusting. The licenced clubs of Australia should be ashamed that they are only able to contribute to the community on the back of the misery of pokie addicts and their families. I wonder if the pro-pokies campaign has peaked.

Its every claim has collpased, and the contempt for Abbott's latest bout of content-free populism has been striking. He really should not be allowed out on his own. In addition, the developments in the Channel Nine case seem to suggest that the footy link was always an alibi, and that Channel Nine's true aim is to protect Jamie Packer's right to take money from pokie addicts and their families. My money is on the Government on this one -- it may be long odds, but those odds are still better than what you get on Jamie Packer's pokies.

This debate is becomes more sensationalised and emotional every time I tune in to the news. If Wilke and his merry band of wowsers were to be believed, Australia is currently in the grip of a problem gambling epidemic that is destroying the fabric of society!

I strongly believe the public debate is too simplistic, too politicised and is not getting anywhere near the true causes of problem gambling. Maybe it's because we don't teach philosophy in schools, maybe it's because too many Australians shun intelligent debate. Maybe it's just enjoyable to blame big business or rich people we don't like the look of. Maybe it's because being fed a cheap catchphrase by the mass media is easier than having to engage the brain and think about an issue - let alone do some actual research.

Everybody I talk to has very strong set-in-stone opinions on the issue. But how many people out there actually have a clue about problem gambling? I wonder because, down at the pub, when the bloke next to me says 'I hate pokies, blow them all up', you don't need to dig too deep to find that this extreme view is not backed by much thought at all.

Even though I think compulsory pre-commitment will fail dismally - and possibly even exacerbate problem gambling - I am looking forward to seeing it introduced. So an investigation and recommendation by the independent Productivity Commission isn't enough for you. The PC recommends this is an effective method of dealing with Pokie Addicts.

Only the pokie operators say it will be ineffective - I wonder why they might say that? But you go on and think about the problem some more while more families are destroyed.

Read about it too if you like, and you might find that it is a huge problem. Better still, go and spend a night with the homeless guys who live under the Bridge at Dawes Point and ask them how they ended up with NO house, NO family and NO future. Meanwhile, it is time to act.

Perhaps YOU should read about it some more, Steve. I have discussed this with a particular lecturer who believes compulsory pre-commitment might actually do more harm than good.

But he's not on the government payroll, so you won't hear from him. A single Productivity Commission report is not some unquestionable piece of pure science. I've read it and disagree with many of its assumptions. Meanwhile, please keep the debate clouded with more emotional and heart-wrenching stories. I think people are missing the point here. Everyone would like to do something to address problem gambling but this policy will do nothing to curb addictive gamblers. You are listening too much to Gus Gould.

This is about Pokie addicts specifically. This WILL slow them down and reduce the impact on them and their families. And, I am still waiting for the nay sayers to put forward their working solution. Dr No is starting to unravel with his constant negativity.

Couple of weeks back, went to a function at my local RSL Club. Not a member, usually end up there about once a year. There were about thirty machines in use. Apart from a couple of pokies, the players were all playing a machine by themselves.

They looked like very lonely people. What truly amazed me when I checked out some of the machines was the slot where you put the money in. But as they say "follow the money". I don't know if mandatory pre-committment is the answer, but someting needs to be done. After all - who picks up the pieces for those affected by problem gamblers. Charities, government support read taxpayers. Habe ypu been to a hotel and abserved that same nasty scene there?

Why don't people see that pokies is a miniscule to the evil that is alochol? Why do people seem to be ignoring the huge number of alcohol addicts and the misery that their addiction causes the entire community? One thing people keep talking about is problem gamblers. To a large extent this legislation isnt about them, its about those that are at risk, and those that will play in the future.

When I was younger, ATMs were not in every club. There were a few around the city, and that was it. I would go to the ATM and take out how much I was prepared to spend for the night out. It didnt really matter what I spent my money on, usually booze, but occasionally I had I played the card machine.

Often caught that ferry, even if the money hadnt run out, simply because was having a good time. After drinking a lot, its not a good time to make financial decisions such as should I put another hundred in the pokie. Yet thats exactly how it works in the club. Today no such option to limit expenditure exists, the ATM is right by the bar, just a few steps from the pokies. The likely hood of doing that then going back is low.

So it was actually harder to develop the habit of spending all ones money on the pokies. It involved a bit of planning. Today no planning is involved, you can get the cash anywhere, and because there is no planning, there is no thinking about how much you will spend.

This idea of pre commitment is a bit like the system I had of making the ATM withdrawal at the start of the night, and that was my limit, because the number of ATMs in those days was low. This system will get punters, especially those new to gambling Young people to get into the habit of planning there night out, and hopefully result in lower numbers of people spending more than they can afford, or wanted to, less people chasing losses and less becoming addicted in the first place.

To me this is where the pre commitment legislation comes into its own. It might help those already in trouble, but not all, but it will help many not get into trouble in the first place simply by forcing them to think before they choose.

It will need to be in place 3 to 5 years for the real effect to come through. I know an easy solution. Problem Gamblers can register themselves and if the club allows them to play the pokies, the club is obliged to pay back their losses at the end of the night. Clubs get to keep their machines, addicts get to feed their addictions, no harm to the families and communities. All this does is show how hollow Abbott is.

How can someone run a government when the only attitude they have to anything is to oppose it, to say 'NO'. Government is about consulting and that is one of Abbott's major failures; it the reason he failed to get into government this time. Oh yes he can run two or three word spin lines of 'Great Big Tax' etc. All the poker machine debate is centred around the Licensed Clubs. They own the majority of machines here in Qld through their Hotel chain.

Are they just sitting back and allowing the Clubs to cop all the flack, trying to keep under the radar to protect their "Squeaky Clean" image? How about a report on their attitude to the proposed reforms and how much they contribute to community sporting groups if any.

Very conspicuous by their lack of comment. Im confident that pubs and clubs will be able to overcome their addiction to poker machines with a little counselling. James Packer is only interested in the overseas tourists coming to Australia. Not once has he talked about the Aussie victims gambling addicts and their families.

I'm not sure if Labour's solution will work, but at least it's on the table. Does anyone else have suggestions - certainly not Tony Abbott. He is only interested in constantly rubbishing Labour - he can't answer one question without pointing out Labours stuff ups - yet he doesn't promote any policy of his own. A gambler is a gambler - they will simply find other ways to do it - horse racing, online, TAB, list goes on and on.

The issue should be about gambling itself, not just within the club and pub environment. If the responsibility of managing an addiction supposedly falls solely on the individual - why is drug trafficking illegal, Tony? How anyone can pretend that encouraging bored, lonely people to feeding their life savings into a big fat lie is anything other than criminal behaviour is beyond me.

Its been well documented that people who hit the jackpot eventually just feed the winnings back into the machine, so at the end of the day whats the point? I have no sympathy for those that build their business model on unethical behaviour. The pubs, clubs and casinos should be grateful they got away with it as long as they have. The gambling industry likes to make the point that we don't know if the proposed Pokie Reforms are the best solution. So their solution is to do nothing until the "best" solution is found.

Major American foundations have given millions of dollars in funding to Islamic organizations accused of having ties to radical Islamist movements or designated terrorist organizations and a group of activists are trying to convince them to stop.

The international experts wanted to examine the site, but were kept waiting outside in their car for around an hour, according to several people briefed on the visit. When they were finally let into the building, it was empty. They found no trace of banned chemicals. So why were the inspectors kept waiting? The Syrians said they were getting the necessary approval to let them in, but the inspectors had a different theory.

They believed the Syrians were stalling while the place was cleaned out. It made no sense to the team that special approval was needed for them to enter an empty building.
